Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Nominations
was held on Wednesday, February 10, 1999, in the Capitol
Building, Room 2E.20, Austin, Texas.

The Chair called the meeting to order at 1:05 p.m. There
being a quorum present, the following business was transacted.
The following members arrived after the roll was called:
Senator Gonzalo Barrientos
Senator David Bernsen
Senator Brown moved that the minutes from the previous meeting
be approved. There being no objection, the Minutes were
adopted.
The Chair laid out the name of the nominee for Secretary of
State.
Chairman Wentworth introduced the nominee, Elton Bomer.
Senator Brown moved to recommend to the full Senate that Elton
Bomer be confirmed as Secretary of State.
The motion carried with a vote of 6 ayes and 0 nays.
The Chair laid out the name of the nominee for Commissioner of
the Railroad Commission of Texas.
Senator Harris introduced the nominee, Michael L. Williams.
Senator Brown moved to recommend to the full Senate that
Michael L. Williams be confirmed as Commissioner of the
Railroad Commission of Texas.
The motion carried with a vote of 7 ayes and 0 nays.
The Chair laid out the name of the nominee for Member of the
Texas Lottery Commission.
Senator Sibley introduced the nominee, C. Thomas Clowe, Jr.
Senator Jackson moved to recommend to the full Senate that C.
Thomas Clowe, Jr. be confirmed as a Member of the Texas
Lottery Commission.
Senator Gallegos seconded the motion.
The motion carried with a vote of 7 ayes, 0 nays.
The Chair laid out the name of the nominee for Judge of the
19th Judicial District Court, McLennan County.
Senator Sibley introduced the nominee, Ralph T. Strother.
Senator Brown moved to recommend to the full Senate that Ralph
T. Strother be confirmed as Judge of the 19th Judicial
District Court, McLennan County.
The motion carried with a vote of 7 ayes, 0 nays.
The Chair laid out the name of the nominee for Commissioner of
Insurance.
Senator Barrientos introduced the nominee, Jose O. Montemayor.
Senator Brown moved to recommend to the full Senate that Jose
O. Montemayor be confirmed as Commissioner of Insurance
The motion carried with a vote of 7 ayes, 0 nays.
The Chair laid out the name of the nominee for Justice of the
Fourteenth District Court of Appeals.
Senator Ellis introduced the nominee, Kem Thompson Frost.
Senator Brown moved to recommend to the full Senate that Kem
Thompson Frost be confirmed as Justice of the Fourteenth
District Court of Appeals.
The motion carried with a vote of 7 ayes and 0 nays.
There being no further business, at 2:35 p.m. Chairman
Wentworth stated that the Committee would stand recessed
subject to the call of the Chair. Without objection, it was
so ordered.
