         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Monday, June 12, 2000, in the Senate Chamber at  
         Austin, Texas.

         The Chair called the meeting to order at 10:15 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The following member arrived after the roll was called: Senator  
         Wentworth. 
          
         Senator Bernsen moved that the minutes from the previous hearing  
         be approved; without objection, it was so ordered. 
          
         Witnesses testifying and registering on Committee Charge No. 3  
         are shown on the attached list. 
          
         At 12:07 p.m. Senator Shapleigh assumed the chair. 
          
         At 12:38 p.m. Senator Shapiro resumed the chair. 
          
         The Chair moved that the public testimony be closed; without  
         objection, it was so ordered.  
          
         There being no further business, at 1:05 p.m. the Chair moved  
         that the Committee stand recessed subject to the call of the  
         chair.  Without objection, it was so ordered.
