Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on
Jurisprudence was held on Monday, March 29, 1999 in the
Capitol Extension, Room E1.012, at Austin, Texas.

The Chair called the meeting to order at 9:05 am. The
following business was transacted.
The following members arrived after the roll was called:

The Chair laid out SB 760 and recognized the author, Senator
Duncan, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Ellis moved that SB 760 be left pending; without
objection, it was so ordered.
At 9:06 am the Chair moved that the Committee stand at ease,
without objection it was so ordered.
At 9:10 am the Chair called the meeting back to order.
The Chair laid out SB 1350 and recognized the author, Senator
Barrientos, to explain the bill.

Senator Ellis moved that SB 1350 be left pending; without
objection, it was so ordered.
At 9:12 am the Chair moved that the Committee stand at ease,
without objection it was so ordered.
At 9:13 am the Chair called the meeting back to order.
At 9:13 am Senator Harris assumed the chair.
The Chair laid out SB 798 and recognized the author, Senator
Ellis, to explain the bill.

Senator Ellis moved that SB 798 be left pending; without
objection, it was so ordered.
The Chair laid out SB 1228 and recognized the author, Senator
Ellis, to explain the bill.
Senator Ellis sent up a committee substitute; the Chair
recognized Senator Ellis to explain the difference between the
committee substitute and the bill as filed. Senator Ellis
moved adoption of the committee substitute, without objection,
it was so ordered.

Senator Ellis moved that SB 1228 be left pending; without
objection, it was so ordered.
At 9:21 am Senator Ellis resumed the chair.
The Chair laid out SB 686 and recognized the author, Senator
Brown, to explain the bill.
Senator Brown sent up a committee substitute; the Chair
recognized Senator Brown to explain the difference between the
committee substitute and the bill as filed. Senator Ellis
moved adoption of the committee substitute, without objection,
it was so ordered.

Senator Brown moved that SB 686 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 4 ayes, 0 nays, 0 present
not voting, and 1 absent.
Senator Brown moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
The Chair laid out SB 1162 and recognized the author, Senator
Wentworth, to explain the bill.

Senator Wentworth sent up Committee Amendment 1 and moved
adoption; Senator Harris objected and the amendment was left
pending.

reported favorably to the Senate with the recommendation that
it do pass and be printed. The motion carried with a vote of

placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
