Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Finance was
held on Monday, April 19, 1999 in the Capitol Extension, Room
E1.036, at Austin, Texas.

The Chair called the meeting to order at 9:05 a.m. There
being a quorum present, the following business was transacted.
The following members arrived after the roll was called:
Senators Barrientos and Fraser.
At 9:06 a.m. Senator Truan assumed the chair.
The Chair laid out HB 1 and recognized the Senate sponsor,
Senator Ratliff, to explain the bill.
Senator Ratliff sent up a committee substitute; the Chair
recognized Senator Ratliff to explain the difference between
the committee substitute and the bill as filed. Senator
Ratliff explained that CSHB1 was what had formally been
referred to by the Committee as Senate Bill 2. Senator
Ratliff then moved adoption of the committee substitute,
without objection, it was so ordered.
The Chair recognized John Keel and John O'Brien of the
Legislative Budget Board to provide an overview of the bill.
Senator Ratliff moved that HB 1 do not pass but that CSHB 1
be reported back to the Senate with the recommendation that it
do pass and be printed. The motion carried with a vote of 11
ayes, 0 nays, 0 present not voting, and 0 absent.
At 9:40 a.m. Senator Ratliff resumed the chair.
The Chair laid out SB 1354 and recognized the author, Senator
Barrientos, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Barrientos moved that SB 1354 be reported favorably to
the Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 11 ayes, 0 nays, 0
present not voting, and 0 absent.
Senator Truan moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
At 9:25 a.m. Senator Truan assumed the chair.
The Chair laid out SB 1841 and recognized the author, Senator
Ratliff, to explain the bill.
Senator Ratliff sent up a committee substitute; the Chair
recognized Senator Ratliff to explain the difference between
the committee substitute and the bill as filed. Senator
Ratliff moved adoption of the committee substitute, without
objection, it was so ordered.
There were no witnesses present who wished to testify for,
against, or on SB 1841.

1841 be reported back to the Senate with the recommendation

objection, it was so ordered.

Ellis, to explain the bill.

Senator Moncrief moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
The Chair laid out SB 1547 and recognized the author, Senator
Bivins, to explain the bill.
Senator Moncrief sent up a committee substitute; the Chair
recognized Senator Bivins to explain the difference between
the committee substitute and the bill as filed. Senator
Moncrief moved to reconsider the action taken on the
adoption of a committee substitute during a previous hearing;
without objection it was so ordered. Senator Moncrief then
moved adoption of a new committee substitute, without
objection, it was so ordered.
Public testimony was heard on the bill on April 13, 1999.
Senator Moncrief moved that SB 1547 do not pass but that CSSB
1547 be reported back to the Senate with the recommendation
that it do pass and be printed. The motion carried with a
vote of 11 ayes, 0 nays, 0 present not voting, and 0 absent.
Senator Moncrief moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
The Chair laid out SB 1488 and recognized Karey Barton of the
Comptroller's Office, to explain the bill on behalf of Senator
Armbrister.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Moncrief sent up Committee Amendment 1 and moved
adoption; without objection, the amendment was adopted. The
Chair announced that the amendment would be incorporated into
the committee substitute. Senator Moncrief then moved that
the new committee substitute be adopted; without objection, it
was so ordered. Senator Moncrief moved that SB 1488 do not
pass but that CSSB 1488 be reported back to the Senate with
the recommendation that it do pass and be printed. The motion
carried with a vote of 11 ayes, 0 nays, 0 present not voting,
and 0 absent.
Senator Moncrief moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
There was no action taken on SB 848.
There being no further business, at 10:10 a.m. Senator Ratliff
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
