         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Finance was  
         held on Tuesday, February 16, 1999 in the Capitol Extension,  
         Room E1.036, at Austin, Texas.

         At 8:15 a.m., the Committee reconvened to complete the hearing  
         from the previous day.   There being a quorum present, the  
         following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         The Chair recognized LBB staff to provide an overview of the  
         major issues for markup for general academic institutions.   
         The Chair then recognized witnesses to testify on Legislative  
         Budget Board (LBB) recommendations pertaining to the following  
         institutions: 
          
                     Midwestern University 
                     Texas Woman's University 
          
         Witnesses testifying and registering on Midwestern State  
         University and Texas Woman's University are shown on the  
         Witness List dated February 15, 1999.   
          
         At 9:35 a.m., the regular order of  business posted for  
  
         February 16, 1999 transacted as follows: 
          
         The Chair recognized witnesses to testify on LBB  
         recommendations pertaining to the following institutions: 
          
              Higher Education Coalition (University Chancellors and  
              Presidents) 
              University of Houston System and Institutions 
              University of Texas System and Institutions 
              Baylor College of Medicine 
              Texas State University System and Institutions 
          
         Witnesses testifying and registering on the LBB  
         recommendations are shown on the attached list.   
          
         There being no further business, at 4:45 p.m. Senator Ratliff  
         announced that the Committee would stand recessed until 9:00  
         a.m., Wednesday, February 17, 1999.  Without objection, it was  
         so ordered.
