         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Finance was  
         held on Tuesday, February 9, 1999 in the Capitol Extension,  
         Room E1.036, at Austin, Texas.

         The Chair called the meeting to order at 9:00 a.m.  There  
         being a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         The Chair recognized witnesses to testify on Legislative  
         Budget Board (LBB) recommendations pertaining to the following  
         agency: 
          
              Low-Level Radioactive Waste Disposal Authority 
          
         After receiving an overview from LBB staff and representatives  
         from the Low-Level Radioactive Waste Disposal Authority,  
         Chairman Ratliff asked the Committee to postpone the public  
         hearing on the agency, pending recommendations from the Senate  
         Natural Resources Committee.  The Chair continued the public  
         hearing on the following agencies: 
          
              Natural Resource Conservation Commission 
              Parks and Wildlife Department 
              Animal Health Commission 
  
              Soil and Water Conservation Board 
              Water Development Board 
              Railroad Commission 
          
         Witnesses testifying and registering on the LBB  
         recommendations are shown on the attached list.   
          
         There being no further business, at 6:55 p.m. Senator Carona  
         moved that the Committee stand recessed until 9:00 a.m.,  
         Wednesday, February 10, 1999.  Without objection, it was so  
         ordered.
