                     SENATE SUBCOMMITTEE ON HIGHER EDUCATION

         Pursuant to suspension of Senate Rule 11.11, a public hearing  
         Senate Subcommittee on Higher Education was held on Tuesday,  
         April 13, 1999 in Senate Chamber/Senator West's Desk, at  
         Austin, Texas.

         MEMBERS PRESENT:                        MEMBERS ABSENT: 
         Senator Royce West                      None 
         Senator Steve Ogden 
         Senator Jane Nelson 
         Senator Bill Ratliff 
         Senator Judith Zaffirini

         The Chair called the meeting to order at 12:10 pm.  There  
         being a quorum present, the following business was transacted.   
          
         The Chair laid out SB 1651 by Senator Jackson.  The bill had  
         been amended in Committee on the April 12th and left pending.   
         Senator Nelson moved that SB 1651, as amended, be reported  
         back to the full Committee with the recommendation that it do  
         pass.  The motion carried with a vote of 4 ayes, 1 nay, 0  
         present not voting, and 0 absent.   
          
         The Chair laid out SB 1088 by Senator Duncan. The bill had  
         been heard in Committee on April 12th and left pending.   
         Senator Ratliff moved that SB 1088 be reported favorably to  
         the full Committee with the recommendation that it do pass.   
         The motion carried with a vote of 5 ayes, 0 nays, 0 present  
         not voting, and 0 absent.   
          
         There being no further business, at 12:11 pm Senator West  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
