Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing Senate Subcommittee on Higher
Education was held on Thursday, April 8, 1999 in the Capitol
Extension, Room E1.016, at Austin, Texas.

The Chair called the meeting to order at 8:45 am. There being
a quorum present, the following business was transacted.
Senator Zaffirini moved that the minutes from the prior
meeting be approved; there being no objection, the minutes
were approved.
The Chair laid out SB 466 and recognized the author, Senator
Haywood, to explain the bill. Senator Zaffirini sent up a
committee substitute; the Chair recognized Senator Haywood to
explain the difference between the committee substitute and
the bill as filed. Senator Zaffirini moved adoption of the
committee substitute, without objection, it was so ordered.
Witnesses testifying and registering on the bill are shown on
the attached list. Senator West moved that SB 466 be left
pending; without objection, it was so ordered.
The Chair laid out SB 1527 and recognized the author, Senator
Carona, to explain the bill. Senator Zaffirini sent up a
committee substitute; the Chair recognized Senator Carona to
explain the difference between the committee substitute and
the bill as filed. Senator Zaffirini moved adoption of the
committee substitute, without objection, it was so ordered.
Witnesses testifying and registering on the bill are shown on
the attached list. Senator Nelson moved that SB 1527 do not
pass but that CSSB 1527 be reported back to the full Committee
with the recommendation that it do pass. The motion carried
with a vote of 3 ayes, 0 nays, 0 present not voting, and 2
absent.
The Chair laid out SB 1059 and recognized the author, Senator
Bivins, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list.
Senator Nelson moved that SB 1059 be reported favorably to the
full Committee with the recommendation that it do pass. The
motion carried with a vote of 3 ayes, 0 nays, 0 present not
voting, and 2 absent.
The Chair laid out SB 1261 and recognized the author, Senator
Bivins, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list.
Senator Nelson moved that SB 1261 be reported favorably to the
full Committee with the recommendation that it do pass. The
motion carried with a vote of 3 ayes, 0 nays, 0 present not
voting, and 2 absent.
The Chair laid out SB 1104 and recognized the author, Senator
Brown, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list.

full Committee with the recommendation that it do pass. The
motion carried with a vote of 3 ayes, 0 nays, 0 present not
voting, and 2 absent.

Lindsay, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list.
Senator Nelson moved that SB 993 be reported favorably to the
full Committee with the recommendation that it do pass. The
motion carried with a vote of 3 ayes, 0 nays, 0 present not
voting, and 2 absent.
The Chair laid out SB 1363 and recognized Senator Nelson, in
the absence of the author, to explain the bill. Senator
Nelson sent up a committee substitute; the Chair recognized
Senator Nelson to explain the difference between the committee
substitute and the bill as filed. Senator Nelson moved
adoption of the committee substitute, without objection, it
was so ordered. Witnesses testifying and registering on the
bill are shown on the attached list. Senator Nelson moved
that SB 1363 do not pass but that CSSB 1363 be reported back
to the full Committee with the recommendation that it do pass.
The motion carried with a vote of 3 ayes, 0 nays, 0 present
not voting, and 2 absent.
There was no action taken on SB 1651 by Jackson.
There being no further business, at 9:15 am Senator West moved
that the Committee stand recessed subject to the call of the
Chair. Without objection, it was so ordered.
