                     SENATE SUBCOMMITTEE ON HIGHER EDUCATION 
                            Monday, February 22, 1999

         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Subcommittee on Higher  
         Education was held on Monday, February 22, 1999 in Lt.  
         Governor's Committee Room, at Austin, Texas.

         MEMBERS PRESENT:                        MEMBERS ABSENT: 
         Senator Royce West                      Senator Bill Ratliff 
         Senator Steve Ogden 
         Senator Jane Nelson 
         Senator Judith Zaffirini

         The Chair called the meeting to order at 3:30 pm.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         Senator Judith Zaffirini 
          
         Senator Nelson moved approval of the committee minutes from  
         the prior hearing.  Senator Ogden seconded to motion.  There  
         being no objection the minutes were unanimously approved. 
          
         The Chair laid out SB 192 and recognized the author, Senator  
         Ogden, to explain the bill.  Senator Ogden sent up Committee  
         Amendment 1 and moved adoption; without objection, the  
         amendment was adopted.  Senator Ogden moved that SB 192, as  
         amended, be reported back to the Education Committee with the  
         recommendation that it do pass.  The motion carried with a  
         vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.   
          
         At 3:40 pm Senator Ogden assumed the chair.   
          
         The Chair laid out SB 315 and recognized Senator West, in the  
         absence of the author, to explain the bill.  
         Witnesses testifying and registering on the bill are shown on  
         the attached list. Senator Ogden moved that SB 315 be reported  
         favorably to the Education Committee with the recommendation  
         that it do pass.  The motion carried with a vote of 4 ayes, 0  
         nays, 0 present not voting, and 1 absent.   
          
         At 3:45 pm Senator West resumed the chair.   
  
         There being no further business, at 3:45 pm Senator West moved  
         that the Committee stand recessed subject to the call of the  
         Chair.  Without objection, it was so ordered.
