         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on  
         Subcommittee on Higher Education was held on Monday, February  
         8, 1999 in Lt. Governor's Committee Room, at Austin, Texas.

         MEMBERS PRESENT:                        MEMBERS ABSENT: 
         Senator Royce West                      None 
         Senator Steve Ogden 
         Senator Jane Nelson 
         Senator Bill Ratliff 
         Senator Judith Zaffirini

         The Chair called the meeting to order at 2:00 pm.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:  
         Ratliff. 
          
         The Chair made introductory remarks and introduced staff. 
          
         The Chair laid out committee rules for consideration.  The  
         Chair moved adoption of the committee rules, Ogden seconded  
         the motion.  There being no objection the committee rules were  
         unanimously adopted. 
          
         The Chair briefly discussed the committee schedule. 
          
         There being no further business, at 2:02 pm Senator West moved  
         that the Committee be adjourned. Without objection, it was so  
         ordered.
