         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Education  
         was held on Wednesday, January 27, 1999 in the Capitol  
         Extension, Room E1.012, at Austin, Texas.

         The Chair called the meeting to order at 9:05 am.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         The Chair introduced committee staff. 
          
         The Chair laid out committee rules for consideration.  Senator  
         Bivins offered an amendment to the committee rules.  Senator  
         Sibley moved adoption, the amendment was unanimously adopted.   
         There being no further discussion, the committee rules as  
         amended were unanimously adopted. 
          
         The Chair briefly discussed the committee and subcommittee  
         schedules, and welcomed new members. 
          
         There being no further business, at 9:15 am Senator Nelson  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
