Pursuant to suspension of Senate Rule 11.11, a public hearing
of the Senate Committee on Administration was held on Friday,
May 14, 1999 in E1.714, at Austin, Texas.

The Chair called the meeting to order at 8:00 am. There being
a quorum present, the following business was transacted.
The following members arrived after the roll was called:
none.
The Chair laid out HCR 66 and recognized the Senate sponsor,
Senator Lucio, Jr., to explain the bill.
Senator Madla moved that HCR 66 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 3 ayes, 0 nays, 0 present
not voting, and 2 absent.
Senator Madla moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
The Chair laid out HCR 124 and recognized the Senate sponsor,
Senator Truan, to explain the bill.
Senator Madla moved that HCR 124 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 3 ayes, 0 nays, 0 present
not voting, and 2 absent.
Senator Madla moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
Senator Madla assumed the chair.
The Chair laid out HB 2155 and recognized the Senate sponsor,
Senator Harris, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Harris moved that HB 2155 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 3 ayes, 0 nays, 0 present
not voting, and 2 absent.
Senator Harris resumed the chair.
The Chair laid out HB 2255 and recognized the Senate sponsor,
Senator Duncan, to explain the bill.
Senator Madla moved that HB 2255 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 3 ayes, 0 nays, 0 present
not voting, and 2 absent.
The Chair advised that HB 3555 had been tagged pursuant to
Senate Rule 11.19 and would not be heard.
Senator Harris informed the members that it was very probable
that he would suspend the posting rules to take up and
consider additional bills at his desk upon adjournment.
There being no further business, at 8:25 am Senator Harris
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
At 9:55 pm Senator Harris announced that there would be a
meeting of the Administration Committee at his desk upon
adjournment and asked to suspended the posting rule to take up
and consider HB 1919, HB 1939, HB 2045, HB 2247 and HCR 277.
At 10:12 pm the Committee being in recess the Chair called the
meeting to order. Senators Madla and Ellis were present.
The Chair laid out HB 2247 and recognized Senator Ellis, in
the absence of the Senate sponsor, to explain the bill.
Senator Harris moved that HB 2247 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 3 ayes, 0 nays, 0 present
not voting, and 2 absent.
Senator Harris moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
The Chair laid out HCR 277 and recognized Senator Madla, in
the absence of the Senate sponsor, to explain the bill.

Senate with the recommendation that it do pass and be printed.
