Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on
Administration was held on Thursday, April 15, 1999 in E1.714,
at Austin, Texas.

The Chair called the meeting to order at 8:10 am. There being
a quorum present, the following business was transacted.
The following members arrived after the roll was called:
none.
Senator Harris asked the committee to look at the minutes from
the April 13, 1999 Administration Committee meeting. Senator
Madla moved adoption of the minutes. Without objection the
minutes were adopted.
Senator Harris asked if there was discussion on any of the
bills listed for certification for the Local and Uncontested
Calendar to be held on 4/19/99 at 11:30 am. There was
discussion. SB 601 by Moncrief, SB 967 by Zaffirini, SB1108
by Shapleigh, SB 1430 by Duncan, and SB 1669 by Jackson were
not certified. SB 1078 by Shapleigh and SB 1508 by Truan had
been passed by the Senate on Wednesday, April 14, 1999. SB
918 by Wentworth, SB 1116 by Armbrister, SB 1327 by Gallegos,
SB 1429 by Duncan, SB 1533 by Carona, SB 1733 by Brown, SB
1734 by Ratliff, SB 1735 by Zaffirini and SB 1789 by Nelson
were left pending. Senator Madla moved to certify all the
remaining bills on the list.
The motion carried with a vote of 5 ayes, 0 nays, 0 present
not voting, and 0 absent.
Senator Harris passed the gavel to Senator Madla.
The Chair laid out HB1193 and recognized the Senate sponsor,
Senator Harris, to explain the bill.
Senator Harris sent up Committee Amendment 1 and moved
adoption. The motion carried with a vote of 5 ayes, 0 nays, 0
present not voting, and 0 absent.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Madla moved that HB 1193 be left pending; without
objection, it was so ordered.
There being no further business, at 9:20 am Senator Madla
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
