         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on  
         Administration was held on Tuesday, March 16, 1999 in E1.714,  
         at Austin, Texas.

         The Chair called the meeting to order at 8:30 am.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         Senator Harris directed the members to the minutes from the  
         March 9, 1999 Administration Committee meeting.  Senator Madla  
         moved approval. 
          
         The Chair laid out SCR 37 and recognized the author, Senator  
         Duncan, to explain the bill.   
          
         Senator Madla moved that SCR 37 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 3 ayes, 0 nays, 0 present  
         not voting, and 2 absent.   
          
         Senator Madla moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered.   
          
         Senator Harris asked if there were any questions or discussion  
         on any of the bills listed for certification on the Local and  
         Uncontested Calender.  Senator Madla moved to certify all the  
         bills on the list with the exception of SB 627, which had been  
         engrossed by the Senate on 3/15/99.  The motion carried with a  
         vote of 3 ayes, 0 nays, 0 present not voting, and 2 absent.   
          
         There being no further business, at 8:40 am Senator Harris  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
