Pursuant to a notice posted on April 23, 1999, the House
Committee on Urban Affairs met in a public hearing and was
called to order by the Chair, Representative Bill Carter at
4:20 pm.
The roll was answered as follows:

Hodge; Najera (6).
Absent: Representatives Edwards; Ehrhardt; Hill (3).
A quorum was present.
The chair directed that the April 14, 1999 minutes for the
House Committee on Urban Affairs be corrected. The corrected
minutes were authorized without objection.

The chair laid out SB 896.
The bill was left pending without objection.

The chair laid out SB 1387.
Representative Najera moved that SB 1387 be reported favorably
to the full house with the recommendation that it do pass and
be printed and be sent to the Committee on Local and Consent
Calendars. The motion prevailed by the following vote:
