Pursuant to a notice posted on March 17, 1999, the House
Committee on State Affairs met in a public hearing and was
called to order by the Chair, Representative Steven Wolens at
1:44 pm.
The roll was answered as follows:
Present: Representatives Wolens; Alvarado; Brimer; Danburg;
Hunter; Longoria; McCall; Merritt (8).
Absent: Representatives Turner, Sylvester; Bailey; Counts;
Craddick; Hilbert; Jones, Delwin; Marchant (7).
A quorum was present.

The chair directed that the February 22, 1999 and the March
15, 1999 minutes for the House Committee on State Affairs be
corrected. The corrected minutes were authorized without
objection.
HB 930
The chair laid out HB 930 as pending business.

Representative Wolens offered a complete committee substitute.
Representative McCall offered an amendment to the committee
substitute.
The amendment was adopted without objection.
The chair directed the staff to incorporate the amendment into
the committee substitute.
The committee substitute, as amended, was adopted without
objection.
Representative McCall moved that HB 930, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
following vote:
Ayes: Representatives Wolens; Alvarado; Brimer;
Danburg; Hilbert; Hunter; Jones, Delwin;
Longoria; McCall; Merritt (10).
Nays: None (0).
Present not Voting: None (0).
Absent: Representatives Turner, Sylvester; Bailey;

Representative Jones, Delwin moved to reconsider the vote by
which the measure was reported from committee to include
Representative Marchant. The motion to reconsider prevailed
without objection.
Representative McCall moved that HB 930, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
following vote:
Ayes: Representatives Wolens; Alvarado; Brimer;
Danburg; Hilbert; Hunter; Jones, Delwin;
Longoria; Marchant; McCall; Merritt (11).
Nays: None (0).
