Pursuant to an announcement from the house floor on May 20,
1999, the House Committee on Public Education met in a public
hearing and was called to order by the Chair, Representative
Paul Sadler at 1:00 pm.
The roll was answered as follows:

The chair laid out SB 4 as pending business.
Representative Sadler offered a complete committee substitute.

The committee substitute was adopted without objection.
Representative Dutton moved that SB 4, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
following vote:

Grusendorf; Hochberg; Lengefeld; Oliveira;
Olivo; Smith (9).

The chair laid out SB 870 as pending business.
Representative Hochberg moved that SB 870 be reported
favorably to the full house with the recommendation that it do
pass and be printed and be sent to the Committee on Local and
Consent Calendars. The motion prevailed by the following
