         Pursuant to a suspension of the 5-day posting rule on May 14,  
         1999, the House Committee on Public Education met in a public  
         hearing and was called to order by the Chair, Representative  
         Paul Sadler at 9:15 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Sadler; Dunnam; Grusendorf;  
                   Hochberg; Lengefeld; Olivo; Smith (7). 
          
         Absent:   Representatives Dutton; Oliveira (2). 
          
         A quorum was present. 
          
         (Representatives Dutton and Oliveira now present.)   
          
         SB 4 
          
         The chair laid out SB 4 as pending business.   
          
         The chair recognized Representative Sadler to explain the  
         measure.   
          
         Representative Sadler offered a complete committee substitute.   
          
         Testimony was taken.  (See attached witness list.) 
          
         The committee substitute was withdrawn without objection. 
          
         The bill was left pending without objection.  
          
         At 2:15 pm, on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
