         Pursuant to a notice posted on April 28, 1999, the House  
         Committee on Public Education met in a public hearing and was  
         called to order by the Chair, Representative Paul Sadler at  
         5:15 pm. 
          
         The roll was answered as follows:

                   Lengefeld; Olivo (6). 
          
         Absent:   Representatives Hochberg; Oliveira; Smith (3). 
          
         A quorum was present. 
          
         HB 3396 
          
         The chair laid out HB 3396 as pending business.   
          
         Representative Sadler offered a complete committee substitute.   
          
         Representative Grusendorf offered an amendment to the  
         committee substitute.   
          
         The amendment was adopted without objection.   
          
         The chair moved to reconsider the vote by which amendment 1  
         was adopted.  The motion to reconsider prevailed without  
         objection.  
          
         The amendment was withdrawn. 
          
         The committee substitute was withdrawn without objection. 
          
          The bill was left pending without objection.

         The chair laid out HB 1803 as pending business.

         The amendment was adopted without objection.   
          
         The committee substitute, as amended, was adopted without  
         objection. 
          
         The chair directed the staff to incorporate the amendments  
         into a committee substitute.   
          
         Representative Dunnam moved that HB 2358, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed.  The motion prevailed by the  
         following vote:
