         Pursuant to a notice posted on February 9, 1999, the House  
         Committee on Land & Resource Management met in a public  
         hearing and was called to order by the Chair, Representative  
         Gary Walker at 8:06 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Walker; Crabb; Bosse; Brown, Fred;  
                   Hardcastle; Howard; Krusee; Turner, Bob (8). 
          
         Absent:   Representative Mowery (1). 
          
         A quorum was present. 
          
         (Representative Mowery now present.)   
          
         Opening remarks were made. 
          
         HB 52 
          
         The chair laid out HB 52.   
          
         Representative Crabb offered a complete committee substitute.   
          
         Chair recognized Representative Cuellar to explain the  
         substitute. 
          
         Testimony was taken.  (See attached witness list.) 
          
         The substitute was withdrawn. 
          
         The bill was left pending without objection.  
          
         At 9:01 am, on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
