Pursuant to a notice posted on April 21, 1999, the House
Committee on Judicial Affairs met in a formal meeting and was
called to order by the Chair, Representative Senfronia
Thompson at 4:19 pm.
The roll was answered as follows:

Hinojosa; Shields; Solis, Jim; Uresti (7).
Absent: Representatives Hartnett; Capelo (2).
A quorum was present.
HB 1896 by Rep. Keel
The chair laid out HB 1896 and explained.
Representative Hinojosa moved that HB 1896 be reported
favorably to the full house with the recommendation that it do
pass and be printed and be sent to the Committee on Local and
Consent Calendars. The motion prevailed by the following
vote:

Representative Deshotel moved that HB 1921 be reported

The chair laid out SB 135 and explained.
The chair offered, laid out and explained a complete committee
substitute to SB 135.
The chair moved adoption of the substitute. There being no
objection, CSSB 135 was adopted.
Representative Deshotel moved that SB 135, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed and be sent to the Committee on
Local and Consent Calendars. The motion prevailed by the

The chair moved adoption of the substitute. There being no
objection, CSHB 3120 was adopted.
Representative Hinojosa moved that HB 3120, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed and be sent to the Committee on
Local and Consent Calendars. The motion prevailed by the
following vote:

The chair directed that the March 11, 1999 minutes and witness
list for the House Committee on Judicial Affairs be corrected.
The corrected minutes and witness list were authorized by a
non-record vote.
The chair directed that the April 19, 1999 minutes for the
House Committee on Judicial Affairs be corrected. The
corrected minutes were authorized by a non-record vote.
There being no further business, the chair moved that the
committee stand adjourned. There being no objection, the
Committee on Judicial Affairs adjourned at 4:34 p.m.
