Pursuant to a notice posted on March 14, 2000, the House
Committee on Human Services met in a public hearing and was
called to order by the chair, Representative Naishtat, at 10:15
a.m.
The roll was answered as follows:
Present: Representatives Naishtat; Maxey; Christian; Noriega;
Truitt (5).
Absent: Representatives Chavez; Davis, John; Telford;
Wohlgemuth (4).
Representative Garnet Coleman was also present representing the
House Committee on Public Health's Workgroup on Medicaid
Eligibility and Enrollment.
A quorum was present.
The chair laid out the issues to be addressed.

Invited briefing from the Legislative Budget Board regarding
cost estimates for various changes to the Medicaid program.
(Representative Chavez now present.)

Public testimony regarding Medicaid program access and
eligibility issues specifically.

Remaining public testimony regarding Charge Four: Study the
current public assistance eligibility, application and review
processes, and other Department of Human Services' client
communications to ensure that clients are getting the supports
necessary to make a successful transition to self-sufficiency.

Public testimony regarding Charge One: Study issues created by
the transition of the TANF program to federal law when the
state's waiver expires in 2002. Include a review of the final
TANF regulations and how other states use TANF funds outside the
traditional cash assistance program. Consider policies to
improve outcomes for people leaving welfare.
