         Pursuant to a notice posted on May 19, 1999 and an  
         announcement from the house floor on May 20, 1999, the House  
         Committee on Higher Education met in a formal meeting and was  
         called to order by the Chair, Representative Irma Rangel at  
         12:47 pm. 
          
         The roll was answered as follows:

         The chair laid out SB 1780.   
          
         Representative Brown, Fred moved that SB 1780 be reported  
         favorably to the full house with the recommendation that it do  
         pass and be printed and be sent to the Committee on Local and  
         Consent Calendars.  The motion prevailed by the following  
         vote:   
          
         Ayes:          Representatives Rangel; Brown, Fred; Farabee;  
                        Jones, Jesse; Reyna, Elvira (5). 
          
         Nays:          None (0). 
          
         Present not Voting:      None (0).

         The chair laid out SB 1819.   
          
         Representative Reyna, Elvira moved that SB 1819 be reported  
         favorably to the full house with the recommendation that it do  
         pass and be printed and be sent to the Committee on Local and  
         Consent Calendars.  The motion prevailed by the following
