Pursuant to an announcement from the house floor on May 5,
1999, the House Committee on Higher Education met in a formal
meeting and was called to order by the Chair, Representative
Irma Rangel at 3:35 pm.

Representative Reyna, Elvira offered a complete committee
substitute.
The committee substitute was adopted without objection.
Representative Reyna, Elvira moved that HB 3284, as
substituted, be reported favorably to the full house with the
recommendation that it do pass and be printed and be sent to
the Committee on Local and Consent Calendars. The motion
prevailed by the following vote:
