Pursuant to a notice posted and an announcement from the house
floor on April 22, 1999, the House Committee on Higher
Education met in a formal meeting and was called to order by
the Chair, Representative Irma Rangel at 4:18 pm.
The roll was answered as follows:

The chair laid out HB 1039 as pending business.
Representative Rangel offered a complete committee substitute.
The committee substitute was adopted without objection.

reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
