Pursuant to a notice posted on March 11, 1999, the House
Committee on Higher Education met in a public hearing and was
called to order by the Chair, Representative Irma Rangel at
4:05 pm.
The roll was answered as follows:

Farabee; Goolsby; Morrison (6).
Absent: Representatives Jones, Jesse; Reyna, Elvira;
Wohlgemuth (3).
