Pursuant to a notice posted on March 25, 1999, the House
Committee on Elections met in a public hearing and was called
to order by the Chair, Representative Debra Danburg at 2:15
pm.
The roll was answered as follows:
Present: Representatives Danburg; Jones, Jesse; Averitt;
Denny; Madden (5).
Absent: Representatives Gallego; Greenberg; Hodge; Uher (4).
A quorum was present.
The chair directed that the March 24, 1999 minutes for the
House Committee on Elections, Subcommittee on Voter
Registration be corrected. The corrected minutes were
authorized without objection.
The chair directed that the March 03, 1999 minutes for the
House Committee on Elections be corrected to rename the
appointed subcommittee from the Subcommittee on Election
Process & Procedure to the Subcomittee on Voter Registration.
The members appointed remain the same. The corrected minutes
were authorized without objection.

The chair recalled HB 1053 from subcommittee.
The chair laid out HB 1053.
Representative Denny offered a complete committee substitute.

The committee substitute was adopted without objection.
Representative Denny moved that HB 1053, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed and be sent to the Committee on
Local and Consent Calendars. The motion prevailed by the
following vote:
Ayes: Representatives Danburg; Jones, Jesse; Averitt;
Denny; Gallego; Greenberg; Madden (7).
Nays: None (0).

The chair laid out HB 1959 as pending business.
Representative Jones, Jesse moved that HB 1959 be reported
favorably to the full house with the recommendation that it do
pass and be printed. The motion prevailed by the following
vote:

Nays: Representatives Denny; Madden (2).
