Absent: Representatives Dunnam; Garcia; Nixon, Joe; Talton; Wise (5). Guest Members Present: Najera, Manny; Chavez, Norma (2) A quorum was present. Chair recognizes Representative Manny Najera of El Paso, Texas Chair laid out issue on Community Corrections Facilities, Community Alternatives to Incarceration and the Value of Community Supervision Testimony was taken (See attached witness list) Chair recognized Dee Kifowit, Director of the Texas Council on Offenders with Mental Impairments Chair recognizes Representative Norma Chavez of El Paso, Texas Chair laid out Interim Charge #3, Execution of Mentally Retarded Offenders Testimony was taken (See attached witness list) At 12:05 p.m., on the motion of the chair and without objection, the meeting was recessed until 1:00 p.m., July 7, 2000. The committee reconvened at 1:05 p.m. and was called to order by the chair, Representative Hinojosa.
