Absent: Representatives Garcia; Nixon, Joe; Talton; Villarreal, Mike (4). A quorum was present. Chair recognized Dr. Tony Fabelo of the Criminal Justice Policy Council Testimony was taken. (See attached witness list) Chair laid out Interim Charge #1, Record Expungement Testimony was taken. (See attached witness list) The Chair recognized Colonel Thomas A. Davis, Director of Texas Department of Public Safety At 12:32 p.m., on the motion of the chair and without objection, the meeting was recessed until 1:30 p.m., April 28, 2000. The committee reconvened at 1:40 p.m. and was called to order by the chair, Representative Hinojosa.
