         Pursuant to a notice posted on February 26, 1999, the House  
         Committee on Appropriations- 
         S/C on Article IX met in a public hearing and was called to  
         order by the Chair, Representative  
         Scott Hochberg at 12:27 pm. 
          
         The roll was answered as follows:

                   Heflin; Pitts; West, George "Buddy" (7). 
          
         Absent:   Representatives Glaze; Turner, Sylvester (2). 
          
         A quorum was present.

         At 1:37 pm, on the motion of the chair and without objection,
