         Pursuant to a notice posted on February 18, 1999, the House  
         Committee on Appropriations-S/C on Article IX met in a public  
         hearing and was called to order by the Chair,  
         Representative Scott Hochberg at 12:05 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Hochberg; Cuellar; Eiland; Glaze;  
                   Heflin; Pitts; West, George "Buddy" (7). 
          
         Absent:   Representatives Delisi; Turner, Sylvester (2). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.)

         At 12:55 pm, on the motion of the chair and without objection,  
         the meeting was adjourned until Monday, March 1, 1999 at 12:00
