         Pursuant to a notice posted on March 15, 1999, the House  
         Committee on Appropriations-S/C on Criminal Justice met in a  
         joint public hearing with the House Committee on  
         Appropriations-S/C on General Government and was called to  
         order by the chair, Representative Talmadge Heflin at  
         5:10 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Turner, Sylvester; Staples; Van de  
                   Putte (3). 
          
         Absent:   Representatives Farrar; Gallego (2). 
          
         A quorum was present.

         At 6:32 pm, on the motion of the chair and without objection,
