         Pursuant to a notice posted on February 3, 1999, the House  
         Committee on Appropriations-S/C on Criminal Justice met in a  
         public hearing and was called to order by the chair,  
         Representative Sylvester Turner at 8:07 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Turner, Sylvester; Farrar; Staples;  
                   Van de Putte (4). 
          
         Absent:   Representative Gallego (1). 
          
         A quorum was present. 
          
         (Representative Gallego now present.)   
          
         Testimony was taken. (See attached Witness List). 
          
         At 9:41 am, on the motion of the chair and without objection,  
         the meeting was recessed until the adjournment of the house. 
          
         The committee reconvened at 11:20 am and was called to order  
         by the chair, Representative  Sylvester Turner.  The roll was  
         answered as follows:   
          
         Present:  Representatives Turner, Sylvester; Farrar; Staples  
                   (3). 
          
         Absent:   Representatives Gallego; Van de Putte (2). 
          
         (Representative Van de Putte now present.)   
          
         A quorum was present.

         At 12:10 pm, on the motion of the chair and without objection,  
         the meeting was recessed until  
         1:15 pm. 
          
         The committee reconvened at 1:30 pm and was called to order by  
         the chair, Representative Sylvester Turner.  The roll was  
         answered as follows:   
          
         Present:  Representatives Turner, Sylvester; Gallego; Staples  
                   (3). 
          
         Absent:   Representatives Farrar; Van de Putte (2). 
          
         A quorum was present.

         At 7:40 pm, on the motion of the chair and without objection,  
         the meeting was adjourned until the adjournment of the house
