         Pursuant to a notice posted on February 3, 1999, the House  
         Committee on Appropriations-S/C on Criminal Justice met in a  
         public hearing and was called to order by the Chair,  
         Representative Sylvester Turner at 8:04 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Turner, Sylvester; Farrar; Staples  
                   (3). 
          
         Absent:   Representatives Gallego; Van de Putte (2). 
          
         A quorum was present. 
          
         (Representatives Gallego and Van de Putte now present.)   
          
         Testimony was taken.  (See attached witness list.) 
          
         At 9:45 am, on the motion of the chair and without objection,  
         the meeting was recessed until  
         1:45 pm. 
          
         The committee reconvened at 1:45 pm and was called to order by  
         the chair, Representative Sylvester Turner.  The roll was  
         answered as follows:   
          
         Present:  Representatives Turner, Sylvester; Gallego; Staples  
                   (3). 
          
         Absent:   Representatives Farrar; Van de Putte (2). 
          
         A quorum was present.

         At 6:20 pm, on the motion of the chair and without objection,  
         the meeting was adjourned until 8:00 am on February 10, 1999.
