         At 12:46 p.m., on the motion of the chair and without objection,  
         the meeting was recessed until 2:00 p.m., May 1, 2000. 
          
         The committee reconvened at 2:06 p.m. and was called to order by  
         the chair, Representative Glaze. The roll was answered as  
         follows:

         Absent:   Representative Hartnett (1). 
          
         A quorum was present.

         At 2:30 p.m., on the motion of the chair and without objection,
