         Pursuant to a notice posted on February 10, 1999, the House  
         Committee on Appropriations, Subcommittee on Health and Human  
         Services met in a joint public hearing with the House  
         Committee on Public Health and was called to order by the  
         Chair, Rep. Patricia Gray at 3:07 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Glaze; Coleman, Eiland, Hartnett,  
                   Janek (5).  
          
         Absent:   None (0). 
          
         A quorum was present. 
          
         The committees took testimony from Don Gilbert, Commissioner,  
         Texas Health and Human Services Commission, on the development  
         and implementation of Texas' Children's Health Insurance  
         Program. (see attached witness list) 
          
         At 4:30 p.m. the meeting was adjourned subject to the call of  
         the chair.
