         Pursuant to a notice posted on February 3, 1999, the House  
         Committee on Appropriations-S/C on Regulatory met in a public  
         hearing and was called to order by the Chair, Representative  
         Jim Pitts at 8:07 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Pitts; McReynolds; Moreno, Paul (3). 
          
         Absent:   Representatives Gutierrez; Pickett (2). 
          
         A quorum was present. 
          
         (Representatives Pickett and Gutierrez now present.)   
          
         Testimony was taken.  (See attached witness list.) 
          
         At 9:26 am, on the motion of the chair and without objection,  
         the meeting was recessed until  
         1:00 pm. 
          
         The committee reconvened at 1:15 pm and was called to order by  
         the chair, Representative Pitts.  The roll was answered as  
         follows:   
          
         Present:  Representatives Pitts; McReynolds; Moreno, Paul;  
                   Pickett (4). 
          
         Absent:   Representative Gutierrez (1). 
          
         A quorum was present.

         Testimony was taken.   
          
         At 2:40 pm, on the motion of the chair and without objection,  
         the meeting was recessed until  
         3:30 pm. 
          
         The committee reconvened at 3:42 pm and was called to order by  
         the chair, Representative Pitts.  The roll was answered as  
         follows:   
          
         Present:  Representatives Pitts; McReynolds; Moreno, Paul;  
                   Pickett (4). 
         Absent:   Representative Gutierrez (1). 
          
         A quorum was present.
