         Pursuant to a notice posted on February 3, 1999, the House  
         Committee on Appropriations-S/C on Regulatory met in a public  
         hearing and was called to order by the chair, Representative  
         Jim  
         Pitts at 8:06 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Pitts; Gutierrez; McReynolds;  
                   Moreno, Paul; Pickett (5). 
          
         Absent:   None (0). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         At 9:50 am, on the motion of the chair and without objection,  
         the meeting was recessed until    11:00 am. 
          
         The committee reconvened at 11:10 am and was called to order  
         by the chair, Representative Pitts.  The roll was answered as  
         follows:   
          
         Present:  Representatives Pitts; Pickett (2). 
          
         Absent:   Representatives Gutierrez; McReynolds; Moreno, Paul  
                   (3). 
          
         Show that Vice Chair West was present. 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         At 11:50 am, on the motion of the chair and without objection,  
         the meeting was recessed until  
         1:15 pm. 
          
         The committee reconvened at 1:22 pm and was called to order by  
         the chair, Representative Pitts.  The roll was answered as  
         follows:   
          
         Present:  Representatives Pitts; Gutierrez; McReynolds;  
                   Moreno, Paul (4). 
          
         Absent:   Representative Pickett (1). 
          
         A quorum was present.

         At 4:15 pm, on the motion of the chair and without objection,  
         the meeting was adjourned until    8:00 am on February 10,
