         Pursuant to a notice posted on February 3, 1999, the House  
         Committee on Regulatory met in a public hearing and was called  
         to order by the chair, Representative Pitts at 8:05 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Pitts; Gutierrez; McReynolds;  
                   Pickett (4). 
          
         Absent:   Representative Moreno, Paul (1). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         Representative Moreno now present. 
          
         At 9:50 am, on the motion of the chair and without objection,  
         the meeting was recessed until 11:15 am. 
          
         The committee reconvened at 11:20 am and was called to order  
         by the chair, Representative Pitts.  The roll was answered as  
         follows:   
          
         Present:  Representatives Pitts; Gutierrez; McReynolds;  
                   Moreno, Paul; Pickett (5). 
          
         Absent:   None (0). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         At 12:00 pm, on the motion of the chair and without objection,  
         the meeting was recessed until 1:30 pm. 
          
         The committee reconvened at 1:36 pm and was called to order by  
         the chair, Representative Pitts.  The roll was answered as  
         follows:   
          
         Present:  Representatives Pitts; Gutierrez; McReynolds;  
                   Moreno, Paul; Pickett   (5). 
          
         Absent:   None (0). 
         A quorum was present.

         At 4:15 pm, on the motion of the chair and without objection,  
         the meeting was adjourned until    8:00 am on February 9,
