         Pursuant to a notice posted on February 26, 1999, the House  
         Committee on Appropriations-S/C on Education met in a public  
         hearing and was called to order by the chair, Representative  
         Henry Cuellar at 3:30 pm. 
          
         The roll was answered as follows:

         Absent:   Representatives Giddings; Mowery (2). 
          
         A quorum was present.

         At 6:26 pm, on the motion of the chair and without objection,
