         Pursuant to a notice posted on February 3, 1999, the House  
         Committee on Appropriations-S/C on Education met in a public  
         hearing and was called to order by the chair, Representative  
         Henry Cuellar at 8:09 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Cuellar; Delisi; Giddings; Mowery  
                   (4). 
          
         Absent:   Representative Hochberg (1). 
          
         A quorum was present.

         present. 
          
         At 9:45 am, on the motion of the chair and without objection,  
         the meeting was recessed until  
         11:00 am or upon the adjournment of the house . 
          
         The committee reconvened at 11:25 am and was called to order  
         by the chair, Representative Cuellar.  The roll was answered  
         as follows:   
          
         Present:  Representatives Cuellar; Delisi; Giddings; Hochberg  
                   (4). 
          
         Absent:   Representative Mowery (1). 
          
         A quorum was present.

         At 12:07 pm, on the motion of the chair and without objection,  
         the meeting was recessed until  
         1:15 pm. 
          
         The committee reconvened at 1:22 pm and was called to order by  
         the chair, Representative Cuellar.  The roll was answered as
