      #3  Analyze the regulations and laws governing contractors
          in construction, remodeling and repair of residential and
          commercial buildings, and, if necessary, make recommendations
          for legislative action.

      #5  Monitor implementation of HJR 31 passed by the 75th
          Legislature and approved by the voters to allow home
          equity loans under certain conditions and restrictions.
          If necessary, the Committee should make recommendations
          for legislative or regulatory action.
