by a municipality or county in which previous elections adopting
the new taxes are invalid.

Requesting the comptroller of public accounts to conduct a performance
audit of the Texas Department of Housing and Community Affairs and the
Texas State Affordable Housing Corporation to determine how the agency and
the agency's nonprofit corporation can better carry out the state's
housing mission.
