The subcommittee will meet to consider the following Interim Charge:
   Review funding mechanisms for Local Emergency Planning Committees
   (LEPCs) which are required by federal law to respond to chemical
   emergencies.  Determine if there are alternative funding methods
   that would improve the ability of the LEPCs to perform their duties.

The subcommittee wil receive public testimony.  It is the Chair's
prerogative to limit the length of each testimony as needed.
