Pursuant to a notice posted in accordance with Senate Rule
11.11, a meeting of the Senate Committee on International
Relations, Trade & Technology was held on Wednesday, February
5, 1997 in Lt. Governor's Committee Room, at Austin, Texas.

Chairman Truan called the public hearing to order at 1:00 p.m.
There being a quorum present, the following business was
transacted.
The Chair laid out SB 235 and recognized the author, Senator
Carona, to explain the bill. A discussion followed. Mr. Herb
Odell, representing the Texas National Cemetery Foundation,
testified for the Bill. Vice-Chairman Carona tendered a
resolution in support of this bill from the City of Dallas.
Vice-Chairman Carona next moved that SB 235 be reported
favorably to the full Senate with the recommendation that it
do pass and be printed. The motion carried with a vote of 7
ayes, 0 nays, 0 present not voting, and 2 absent. Senator
Carona requested unanimous consent to certify the bill for
Local & Uncontested Calendar; without objection, it was so
ordered. For the record, Senator Sibley requested unanimous
consent as well to be shown voting aye on SB 235. There being
no objection, it is so ordered.
At 1:05 p.m Senator Armbrister assumed the chair. The Chair
laid out SB 229 and recognized the Senate sponsors, Senator
Carona and Senator Truan, to explain the bill. A discussion
followed. Mr. Tom Romberg, representing the Texas
Air-Conditioning Contractors Association, testified for the
bill. Ms. Pauline Denson, an Investigator with the Texas
Department of Licensing and Regulation, answered questions
from the members. Mr. Abelardo Flores, representing the Texas
Air-Conditioning Contractors Association and the Coastal Bend
Air-Conditioning Contractors Association, testified for the
bill. Senator Carona moved that SB 229 be reported favorably
to the full Senate with the recommendation that it do pass and
be printed and Dean Truan seconded the motion. The motion
carried with a vote of 7 ayes, 0 nays, 0 present not voting,
and 2 absent. Senator Sibley asked for unanimous consent to
be showed voting aye on SB 229. There being no objection, it
is so ordered.
At 1:30 p.m. Senator Truan resumed the Chair and laid out SB
120 and recognized Senator Madla, the Senate sponsor. A
committee substitute for SB 120 was sent up by Senator
Armbrister, who moved for adoption of the committee
substitute. There being no objection, the committee
substitute for SB 120 was adopted. Chairman Truan recognized
Senator Madla to explain the differences between the committee
substitute and the bill as filed. A discussion followed.
Senator Armbrister moved that CSSB 120 be reported back to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 7 ayes, 0 nays, 0 present
not voting, and 2 absent. Senators Sibley and Carona asked
for unanimous consent to be showed voting aye on CSSB 120.
There being no objection, it was so ordered. Senator
Armbrister requested unanimous consent to certify the bill for
Local & Uncontested Calendar; without objection, it was so
ordered.
Chairman Truan laid out SB 228 and recognized the Senate
sponsor, Senator Armbrister, to explain the bill. A
discussion followed. Senator Armbrister moved that SB 228 be
reported favorably to the full Senate with the recommendation
that it do pass and be printed. The motion carried with a
vote of 7 ayes, 0 nays, 0 present not voting, and 2 absent.
Senators Sibley and Carona asked for unanimous consent to be
showed voting aye on SB 228. There being no objection, it was
so ordered.
There being no further business, at 1:45 pm Senator Ogden
moved that the Committee stand recessed subject to the call of
the Chair. There being no objection, it was so ordered.
