Pursuant to a notice posted in accordance with Senate Rule
11.11, an open meeting of the Senate Committee on Health and
Human Services was held on Wednesday, February 5, 1997, in
the Senate Chamber at Austin, Texas.

The chair called the meeting to order at 8 a.m. There being a
quorum present, the following business was transacted.
The chair laid out the January 29, 1997, minutes and called
for revisions. There being none, Senator Moncrief moved
approval. There being no objection, the motion prevailed by
unanimous consent.
The chair advised that SB 411 by Nelson, relating to parental
notification and consent before an abortion may be performed
on a minor; providing a criminal penalty, had been tagged
pursuant to Senate Rule 11.20 and would not be heard until
Wednesday, February 12.
At 8:05 a.m. Senator Nelson assumed presiding duties.
The chair laid out SB 57 by Zaffirini, relating to
participation of certain AFDC recipients in the job
opportunities and basic skills (JOBS) training program; SB 58
by Zaffirini, relating to continued participation by certain
AFDC recipients in the job opportunities and basic skills
(JOBS) training program; SB 59 by Zaffirini, relating to time
limited benefits for certain AFDC recipients; and
SB 60 by Zaffirini, relating to parenting skills training for
AFDC recipients. She recognized the author to explain the
bills.

Senator Zaffirini moved that SB 58 be reported to the Senate
with the recommendation that it do pass and be printed. The
motion prevailed with a vote of 10 "ayes", 0 "nays" and 1
"absent."
Senator Zaffirini moved that SB 60 be reported to the Senate
with the recommendation that it do pass and be printed. The
motion prevailed with a vote of 10 "ayes," 0 "nays" and 1
"absent."
The chair announced that Senator Carona submitted a written
motion for unanimous consent to be shown voting "aye" on CSSB
59. There being no objection, the motion prevailed by
unanimous consent.
Senator Zaffirini asked unanimous consent for committee
members not present for this vote to be shown voting as
indicated on their written motions. There being no objection,
it was so ordered.

By unanimous consent, upon a motion by Senator Nelson, the
chair recessed the Texas Senate Committee on Health and Human
Services at 9:25 a.m. until 1:30 p.m.
The chair reconvened the Texas Senate Committee on Health and
Human Services at 1:30 p.m.
The chair laid out SB 86 by Shapiro, relating to parental
notification before an abortion may be performed on a minor;
providing a criminal penalty, and recognized the author to
explain the bill.
The chair asked unanimous consent for all persons who
