         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Senate  
         Select Committee on Tax Reform & Public School Finance was  
         held on Monday, May 5, 1997 in the Senate Chamber at Austin,  
         Texas.

         The Chair called the meeting to order at 1:40 pm.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         The Chair laid out SB 282 and recognized the author, Senator  
         Haywood, to explain the bill.   
          
         Senator Fraser sent up a Committee Substitute for SB 282.  The  
         Chair recognized Senator Haywood who explained the Committee  
         Substitute. 
          
         The witness list for SB 282 is attached to these minutes. 
          
         SB 282 was left as pending business. 
          
         The Chair laid out HJR 4 and HB 4 and recognized the Senate  
         Sponsor, Senator Armbrister, to explain the bill. 
          
         Senator Armbrister laid out a Committee Substitute by  
         Armbrister and Bivins for HJR 4 and a Committee Substitute by  
  
         Armbrister and Bivins for HB 4.  Senators Armbrister and  
         Bivins explained both Committee Substitutes. 
          
         Senator Bivins sent up Committee Amendment No. 1 and Committee  
         Amendment No. 2 and Senator Sibley explained.  No action was  
         taken. 
          
         Through out the meeting Senators Armbrister, Bivins, Nixon and  
         Ellis were in the Chair. 
          
         The Committee began taking public testimony on HJR 4 and HB 4.   
         Witnesses who registered or testified are attached to these  
         minutes. 
          
         At 11:10 pm, Senator Armbrister moved to recess until 8:30  
         a.m., Tuesday, May 6, 1997.  Without objection, it was so  
         ordered.
