Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Nominations
was held on Monday, May 19, 1997 in the Capitol Extension,
Room E1.016, at Austin, Texas.

The Chair called the meeting to order at 2:05 pm. There being
a quorum present, the following business was transacted.
The Chair laid out the names of the nominees for the Credit
Union Commission.
Senator Wentworth introduced nominee, L. Gail Mackie.
Senator Patterson introduced nominee, J. Howell Thomas.
Senator Shapiro introduced nominee, Garold Base.
Senator Barrientos introduced nominee, Richard Glasco, Jr.
The Chair introduced nominee, Robert Hayes.
At 3:00 pm, Senator Gallegos moved to consider and report to
the Senate that the nominees for the Credit Union Commission
be confirmed.
Senator Barrientos seconded the motion.
The motion carried with a vote of 7 ayes, 0 nays, 0 present
not voting, and 0 absent.
The Chair laid out the names of the nominees for the Texas
Optometry Board.
Senator Harris introduced nominee, Carolyn Carman-Merrifield.
Senator Sibley introduced nominee, Katherine Garrett.
Senator Barrientos introduced nominee, Kevin Dewolfe.
The Chair introduced nominee, Mark Latta.
At 3:20 pm, Senator Barrientos moved to consider and report to
the Senate with the recommendation that the nominees for the
Texas Optometry Board be confirmed.
The motion carried with a vote of 7 ayes, 0 nays, 0 present
not voting, and 0 absent.
The Chair laid out the names of the nominees for Texas
Southern University Board of Regents.
Senator West introduced nominee, Albert C. Black, Jr.
At 3:30 pm, Senator Nixon moved to consider and report to the
Senate with the recommendation that the nominees for Texas
Southern University Board of Regents be confirmed.
The motion carried with a vote of 7 ayes, 0 nays, 0 present
not voting, and 0 absent.
The Chair laid out the names of the nominees for Texas State
University System Board of Regents.
Senator Wentworth introduced nominee, John Hageman.
Senator Galloway introduced nominee, Thomas Moeller.
Senator Brown introduced nominee, Macedonio Villarreal.
Senator Fraser introduced nominee, Floyd Nickerson.
Senator Brown introduced nominee, Nancy Neal.
At 3:50 pm, Senator Barrientos moved to consider and report to
the Senate with the recommendation that the nominees for the
Texas State University System Board of Regents be confirmed.
The motion carried with a vote of 5 ayes, 0 nays, 0 present
not voting, and 2 absent.
The Chair laid out the names of the nominees for Texas Woman's
University Board of Regents.
Senator Ellis introduced nominee, Cynthia Perry.
Senator Fraser introduced nominee, Marie Martch.
At 4:05 pm, The Chair moved to consider and report to the
Senate with the recommendation that the nominees for Texas
Woman's University Board of Regents be confirmed.
The motion carried with a vote of 7 ayes, 0 nays, 0 present
not voting, and 0 absent.
The Chair laid out the names of the nominees for the Texas
Workforce Commission.
Senator Luna introduced nominee, Diane Rath
Senator Barrientos introduced nominee, Bill Hammond.
At 4:45 pm, The Chair moved to consider and report to the
Senate with the recommendation that the nominees for Texas
Workforce Commission be confirmed.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting, and 0 absent.
At 4:46 pm, Senator Gallegos moved to consider and report to
the Senate with the recommendation that the nominees for the
Agriculture Resources Protection Authority, Texas Board of
Architectural Examiners, Governing Board of the Texas School
for the Deaf, Texas Historical Commission, Texas Council on
Offenders with Mental Impairments. Presiding Judge of the
Eighth Administrative Judicial Region, Texas Commission for
the Deaf and Hard of Hearing, Board for Lease-Texas Department
of Criminal Justice, and Midwestern State University Board of
Regents be confirmed.
Senator Haywood seconded the motion.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting, and 1 absent.
At 4:47 pm, Senator Gallegos moved to consider and report to
the Senate with the recommendation that the nominees for the
Southwest Travis County Water District Board of Directors be
confirmed.
Senator Haywood seconded the motion.
The motion carried with a vote of 5 ayes, 0 nays, 1 present
not voting, and 1 absent.
There being no further business, at 4:48 pm Senator Madla
moved that the Committee be adjourned. Without objection, it
was so ordered.
