Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Nominations
was held on Monday, March 3, 1997 in the Capitol Extension, Room
E1.016, at Austin, Texas.

The Chair called the meeting to order at 2:00 pm. There being
a quorum present, the following business was transacted.
The Chairman laid out the name of the nominee for the Public
Safety Commission.
Senator Bivins introduced nominee, Robert B. Holt.
At 2:24 pm, Senator Gallegos moved to consider and report to the
Senate with the recommendation
that the nominee for the Public Safety Commission be confirmed.
Senator Barrientos seconded the motion.
The motion carried with a vote of 6 ayes, 0 nays, 0 present not
voting, and 1 absent.
The Chairman laid out the names of the nominees for the Texas
Commission on Jail Standards.
Senator Truan introduced nominee, Marc A. Cisneros.
Senator Haywood introduced nominee, Carmella Jones.
Chairman Madla introduced nominee, Terry G. Box.
At 2:36 pm, Senator Haywood moved to consider and report to the
Senate with the recommendation that the nominees for the Texas
Commission on Jail Standards be confirmed.
Senator Nixon seconded the motion.
The motion carried with a vote of 6 ayes, 0 nays, 0 present not
voting, and 1 absent.
The Chairman laid out the names of the nominees for the Texas
Commission on Law Enforcement Officer Standards and Education.
Senator Wentworth introduced nominee, Frances A. Kaiser.
Senator Patterson introduced nominee, Onzelo Markum, III.
Senator Duncan introduced nominee, Claudia A. Bretz.
At 2:55 pm, Senator Brown moved to consider and report to the
Senate with the recommendation that the nominees for the Texas
Commission on Law Enforcement Officer Standards and Education be
confirmed.
Senator Nixon seconded the motion.
The motion carried with a vote of 6 ayes, 0 nays, 0 present not
voting, and 1 absent.
The Chairman laid out the names of the nominees for the Texas
Board of Pardons and Paroles.
Senator Nelson introduced nominee, Lynn F. Brown.
Senator Barrientos introduced nominee, Alvin A. Shaw.
Senator Haywood introduced nominee, Charles A. Shipman.
Senator Ogden introduced nominees, Juanita M. Gonzalez, Rissie
L. Owens, and Sandie Walker.
At 3:20 pm, Senator Barrientos moved to consider and report to
the Senate with the recommendation that the nominees for the
Texas Board of Pardons and Paroles be confirmed.
Senator Haywood seconded the motion.
The Chairman asked the Committee Members for unanimous consent
to show Senator Gallegos as voting aye. There being no
objection, Senator Gallegos was shown voting aye.
The motion carried with a vote of 6 ayes, 0 nays, 0 present not
voting, and 1 absent.
The Chairman laid out the names of the nominees for the General
Services Commission.
Senator Cain introduced nominee, Gene Shull.
Senator Ogden introduced nominee, Barbara N. Rusling.
Witnesses testifying and registering on the General Services
Commission are shown on the attached list.
At 3:45 pm, Senator Nixon moved to consider and report to the
Senate with the recommendation that the nominees for the General
Services Commission be confirmed.
Senator Brown seconded the motion.
The motion carried with a vote of 6 ayes, 0 nays, 0 present not
voting, and 1 absent.
At 3:46 pm, Senator Nixon moved to consider and report to the
Senate with the recommendation that the nominees for the Texas
Agricultural Finance Authority Board of Directors, Air
Conditioning and Refrigeration Contractors Advisory Board,
Advisory Board of Athletic Trainers, Crime Stoppers Advisory
Council, Texas Funeral Services Commission, Texas State Board of
Plumbing Examiners, Polygraph Examiners Board, and Texas
Structural Pest Control Board be confirmed.
Senator Gallegos seconded the motion.
The motion carried with a vote of 6 ayes, 0 nays, 0 present not
voting, and 1 absent.
There being no further business, at 3:47 pm Senator Madla moved
that the Committee stand recessed subject to the call of the
Chair. Without objection, it was so ordered.
