Pursuant to suspension of Senate Rule 11.11, a public hearing
of the Senate Committee on State Affairs was held on Friday,
April 25, 1997 in Lt. Governor's Committee Room, at Austin,
Texas.

The Chair called the meeting to order at 12:35 pm. There
being a quorum present, the following business was transacted.
The following members arrived after the roll was called: None
The Chair referred SB 1905 to the Subcommittee on SB 1905 for
further consideration.
The Chair brought up HB 799. Senator Lindsay moved that HB
799 be reported favorably to the full Senate with the
recommendation that it do pass and be printed. The motion
carried with a vote of 9 ayes, 0 nays, 1 present not voting,
and 3 absent.
Senator Lindsay moved that the bill be recommended for
placement on the Local & Uncontested Calendar, without
objection, it was so ordered.
The Chair brought up HB 255. Senator Ellis moved that HB
255, as amended, be reported favorably to the full Senate
with the recommendation that it do pass and be printed. The
motion carried with a vote of 10 ayes, 0 nays, 0 present not
voting, and 3 absent.
Senator Shapiro moved that the bill be recommended for
placement on the Local & Uncontested Calendar, without
objection, it was so ordered.
Senator Fraser moved that the vote on HB 255 be applied to the
following bills:
SB 14 as amended, HB 711 as amended, HB 641, SB 130 as
substituted, HB 1025,
SB 1343, SB 993 as substituted, HB 833, SB 1850 as
substituted, HB 101, HB 1077 as amended, SB 1469 as
substituted, SB 1066 as substituted and HB 1836 as amended.
Senator Fraser moved that SB 14, as amended, be recommended
for placement on the Local & Uncontested Calendar, without
objection, it was so ordered.
Senator Galloway moved that HB 711, as amended, be recommended
for placement on the Local & Uncontested Calendar, without
objection, it was so ordered.
Senator Carona moved that HB 641 be recommended for placement
on the Local & Uncontested
Calendar, without objection, it was so ordered.
Senator Ellis moved that CSSB 130 be recommended for placement
on the Local & Uncontested
Calendar, without objection, it was so ordered.
Senator Ellis moved that HB 1025 be recommended for placement
on the Local & Uncontested
Calendar, without objection, it was so ordered.
Senator Cain moved that CSSB 993 be recommended for placement
on the Local & Uncontested
Calendar, without objection, it was so ordered.
Senator Nelson moved that HB 833 be recommended for placement
on the Local & Uncontested Calendar, without objection, it was
so ordered.
Senator Nelson moved that HB 101 be recommended for placement
on the Local & Uncontested Calendar, without objection, it was
so ordered.
Senator Nelson moved that HB 1077, as amended, be recommended

objection, it was so ordered.
Senator Ellis moved that CSSB 1469 be recommended for
placement on the Local & Uncontested Calendar, without
objection, it was so ordered.
Senator Carona moved that CSSB 1066 be recommended for
placement on the Local & Uncontested Calendar, without
objection, it was so ordered.
Senator Carona moved that HB 1836, as amended, be recommended
for placement on the Local & Uncontested Calendar, without
objection, it was so ordered.
There being no further business, at 12:50 pm Senator
Armbrister moved that the Committee stand recessed subject to
the call of the Chair. Without objection, it was so ordered.
